Geneva - The 47th Session of the Standing Committee on Copyright and Related Rights (SCCR) at the World Intellectual Property Organization (WIPO) Headquarters became a significant milestone for Indonesia, as numerous countries and major regional groups expressed support for Indonesia’s proposal on global royalty governance. The Indonesian delegation was led by Vice Minister of Foreign Affairs Arief Havas Oegroseno and Director General of Intellectual Property Hermansyah Siregar. In his presentation, the Vice Minister emphasized that Indonesia is one of the most promising markets in the global music-streaming economy and that the issue of cross-border royalty governance disparities requires serious international attention. The proposal also highlighted the impact of artificial intelligence on media products.
“This proposal is intended to strengthen fairness, transparency, and accountability in the global royalty ecosystem and to ensure equitable royalties for creators,” stated Arief Havas Oegroseno during the WIPO Forum on Wednesday, 3 December 2025.
Meanwhile, Head of the Legal Strategy Agency of the Ministry of Law, Andry Indrady, stressed that Indonesia’s proposal aims to promote a global governance framework that is fairer, more transparent, and more accountable for the digital royalty ecosystem. According to Andry, the proposal consists of three key pillars.
“First, establishing a global governance framework under WIPO; second, exploring alternative royalty payment mechanisms and fair distribution models; and third, strengthening cross-border governance of Collective Management Organizations (CMOs),” he explained at the WIPO session.
Following the presentation, several countries expressed their full support for Indonesia’s proposal to be further discussed. Full support came from Saudi Arabia, Iran, Egypt, Pakistan, the Philippines, Algeria, Thailand, Kazakhstan, the Asia-Pacific Group (APG), and the African Group.
Meanwhile, the countries within GRULAC (Group of Latin American and Caribbean Countries) and CACEEC (Central Asia, Caucasus, and Eastern Europe Group) welcomed the proposal and indicated readiness for further dialogue.
In response to this support, the Vice Minister of Foreign Affairs conveyed Indonesia’s appreciation and gratitude. “We extend our appreciation for all views and support from member states, and reaffirm our commitment to work inclusively and constructively with all WIPO delegations to realize a global royalty governance system that is transparent, fair, and forward-looking,” he said.
Indonesia will continue to open space for dialogue and open discussions with all stakeholders, including states, industry groups, and relevant organizations such as global music communities, for further discussions in future SCCR sessions.
On the sidelines of the SCCR session, the Indonesian delegation also held bilateral meetings with several parties, including Japan, the United States, GRULAC, APG, CEBS (Central European and Baltic States), WIPO Deputy Director General Sylvie Forbin, IFPI (International Federation of the Phonographic Industry), Group B countries, the European Union, and CACEEC (Central Asian, Caucasus, and Eastern European Countries).
