Jakarta – Minister of Law Supratman Andi Agtas expressed appreciation to Spotify for its support of Indonesia's proposal on global royalty management. The government is committed to advancing the proposal titled "The Indonesian Proposal for a Legally Binding Instrument on the Governance of Copyright Royalty in the Digital Environment" for the benefit of the global community, particularly regarding royalty governance in Indonesia.
"We thank Spotify for its support toward improving royalty governance in Indonesia. We will continue to monitor the progress of this proposal," said Minister Supratman in his office on Wednesday, 22 October 2025.
The Minister added that the proposal represents the government's concrete step toward advancing the music ecosystem, ensuring that creators can enjoy fair economic benefits from their works.
"This is an important step to ensure fair, transparent, and sustainable royalty governance for copyright holders," he stated.
As a digital streaming platform, Spotify is committed to transparency and accountability in calculating, collecting, and distributing royalties to artists and copyright owners. In an official letter addressed to the Minister, Spotify expressed its support for the government—through the Ministry of Law and Human Rights—in efforts to strengthen royalty governance.
"We appreciate the Ministry's commitment to ensuring that royalty governance in Indonesia remains transparent, accountable, and fair for all rights holders. Your efforts to reform the National Collective Management Agency (LMKN) and collective management organizations (LMKs) to strengthen the collection and distribution system are crucial steps toward building greater trust and efficiency in the industry. We share your belief that artists, composers, and songwriters deserve fair compensation for their creative contributions, and we fully support initiatives that uphold this principle," said Vineeta Dixit, Spotify's Director of Public Policy and Government Relations for JAPAC.
Spotify expressed its hope to collaborate with Indonesia in supporting the proposal and empowering artists while promoting fair royalty governance. Specifically, in Indonesia, Spotify has pledged its support to the Minister of Law in reforming royalty management to enhance transparency.
"We look forward to collaborating with the Ministry of Law and other stakeholders to strengthen royalty governance in Indonesia and ensure that creators receive fair compensation for their work," said Dixit.
Indonesia's proposal for an international legal instrument on royalty management is a cross-ministerial collaboration involving the Ministry of Law, Ministry of Foreign Affairs, Ministry of Culture, and the Ministry of Creative Economy. The proposal, submitted to WIPO on 14 October 2025, represents Indonesia's strategic move to promote economic justice for creators and creative industry players in the digital era.
Earlier, on 8 October 2025, Spotify held a meeting with the Ministry of Law, during which both parties discussed their shared commitment to strengthening copyright protection in the digital era. The public was also encouraged to contribute to a healthier ecosystem by accessing music only through official and licensed platforms.
